Provides training, counseling, education, resources, and advocacy. Services include vocational development, representative payee services, disability rights training, budgeting assistance, and legal guardianship assistance.

Provides consultations and assessments for care and housing needs, evaluates financial and insurance resources, household and care management, monitoring/oversight, money management, and guardian and conservator services. Facilitates communication with health care providers, provides patient accompaniment to medical appointments, and home visits available for assessments and bill paying. "Just in Case" plan and estate-planning services also available.

Volunteers assist low-income adults who need help handling their finances. Volunteers are recruited, trained, and matched with clients to assist with budgeting, bill paying, monitoring, creating a spending plan, and routine financial tasks. The program acts as representative payee for individuals as authorized by Social Security. Volunteers may also serve as bill pay coaches for individuals. Volunteers play a vital role in building relationships with clients, case managers, and others.

Services for Independence (Area Agency on Aging) provides a variety of services, including operation, staffing, and funding of senior meal sites; coordination of Home Delivered Meals (Meals on Wheels); and Respite Care, allowing homemakers and caregivers to remain in their homes through caregiver training, support groups, and supplemental services. Also operates a Representative Payee program, Oregon Project Independence (OPI) and Family Caregiver Support Program (FCSP) as well as bill pay services via the CAPECO/Oregon Money Management Program, Legal Aid services, elder abuse awareness, case management, phone or in-person reassurance, wellness education, and public outreach and education.

KLCAS is an organizational Representative Payee approved by the Social Security Administration (SSA) to receive Social Security benefits on a client’s behalf and issue payments for their monthly expenditures.

Functions as a representative payee for individuals with income that is derived from Social Security. Clients’ monthly benefits from the Social Security Administration are deposited directly to NeighborImpact who will pay all of the clients’ bills on their behalf. This typically includes obligations such as rent, phone, cable, supplemental insurance, etc. Also distributes money directly to clients for personal needs based on the individuals’ monthly spending plan.

Washington Gorge Action Programs (WGAP) functions as a Protective Payee for TANF, Social Security, and ADATSA clients. The program manages clients' cash benefits to ensure that basic needs are met, including housing, child care, and food. Training on money management is also available.
