Eligibility:
-Emergency assistance: Low-income households with past due or shut-off notices
-Water or power discounts: Residents served by the City of Hood River Water who have an active Pacific Power account in the applicant's name. Apartments or rentals that have water paid by another party are eligible for the discount as long as they are within the service area of City of Hood River. The City applies a discount to the client’s Pacific Power bill in lieu of a water bill discount in that case.
-Age 60 and older and adults with disabilities: Monthly power, water, sewer, and garbage bill discounts for customers of City of The Dalles, Northern Wasco County PUD, and The Dalles or Hood River Disposal
-Weatherization: Low-income households under 200% of federal poverty level; permission from landlord/property owner to weatherize a rented home
-Outreach: Must live within the service area and demonstrated crisis or a special need
