Clackamas County

City of Sherwood

Provides water bill assistance as a water bill credit for up to two months, or approximately $115. Credit is available once per year per household. Must be an active City of Sherwood utility customer who has been at the same address for at least four months, meets income guidelines for 60% of State Median Income, and is undergoing hardship such as unexpected medical expenses, divorce, a deceased family member, or natural disaster.

Clackamas County Community Action

Provides assistance with electricity, natural gas, oil, propane, wood or pellets, and select water/wastewater bills. Water Assistance is for residents and customers of Sunrise Water Authority only.

  • Hours: Monday-Thursday 7am-noon and 1pm-6pm
  • Intake: Visit website or call for more information 503-650-5640. Applications can be requested online or call to have one mailed.

Heart of the City

Provides electric and natural gas assistance for PGE and NW Natural customers. Financial assistance is limited and based on current funding availability and is not guaranteed. It is limited to once per calendar year.

Sandy Community Action Center

Provides limited funds to assist with utility payments (PGE only). Provided on a first-come, first-served basis to residents in the Oregon Trail School District. Assistance begins in mid-October each year and ends when capacity is reached for the winter heating season.

Salvation Army Washington County Hope Center

Offers water bill assistance when funds are available. City of Sherwood and the City of Hillsboro water clients must be approved by the water district before applying for service. The water bill must be in the applicant’s name and have a shut-off notice.

Wilsonville Community Sharing

Provides limited funds to assist with utility payments (electric, gas and water). Must provide proof of residence (photo ID, piece of mail, rent receipt, rental agreement, utility bill, etc.); Wilsonville residents only. Utility bill must be from within the last 30 days.

St. Vincent de Paul Portland Council Emergency Services

City of Forest Grove

Provides electric bill payment assistance for City of Forest Grove Light and Power customers.

City of Hillsboro     

Provides emergency financial assistance for a maximum of two utility bills, not to exceed $250 in total within a 12-month period. Customers may also request a flexible payment plan.

Community Action of Washington County

Electric, gas, garbage, water, and heating fuel assistance (oil, propane, firewood, and pellets). Must be at or below 60% of State Median Income.  Air conditioner assistance must have a documented health or safety concern. Applicants need to provide a copy of the utility bill, income verification for all household members, date of birth for all household members, and Social Security number for all household members (if available). 

  • Phone Hours: Monday-Friday 9am-noon and 1pm-4pm, closed national holidays
  • Online Application: 24 hours per day / 7 days a week
  • Intake:  Submit application online or call 503-615-0771 for information or to request an appointment. Mail-out applications available for older adults and people with disabilities who are homebound, and those without computer/internet access

Oregon Human Development Corporation of Washington and Yamhill County

Provides electric and gas utility assistance, depending on the program, to agricultural workers and their families. Low-income agricultural workers who are homeless or at risk of becoming homeless, not having caused their own homelessness. Priority is given to low-income agricultural workers, but low-income nonagricultural workers may be eligible depending on the program. Legal immigration status is not required.

St. Vincent de Paul Washington County

Provides limited assistance with payment of utility bills (electric, natural gas, and water) dependent on funding.

Interested individuals must reside within Washington County, meet income criteria, and have a utility bill in the applicant’s name. Requires a copy of utility bill (in applicant’s name), photo ID, and income documents.

  • Hours: Monday-Friday 9am-12pm
  • Intake: Client’s address will be used to determine the local conference that may assist them.  Callers are currently not able to leave voicemails; if a caller is unable to reach a live person they can try calling the next day.

Pacific Power

Washington County Woodcutters INC

Provides and delivers deliver firewood for older adults. No financial assistance is available. There is a three-cord limit, with the smallest piece of wood of 12 inches. New applications are taken beginning in May until maximum capacity is reached.

  • Serves low-income adults age 55 and older, wood stoves, stove inserts, or glass doors are required. No open fireplaces allowed.

City of Portland Water Discount Program

Portland Water Bureau bill discount funds are available year-round and are not tied to energy assistance funds. 

Customers responsible for paying a Portland Water Bureau residential sewer/stormwater/water bill and whose household income is less than 60% of the Portland Median Family Income (MFI), may be eligible for a discount on their bill. MFI is according to household size and income and can be found on the below application and here.

Eligible customers experiencing a crisis may also receive up to $500 in assistance once every 12 months. 

There are multiple ways to enroll in the bill discount program:

  1. Contact the Community Service Center in your area. You will need to provide the following documents: current bill, IDs for anyone over age 18 in the household, and proof of income for everyone in the household for the last 30 days

  1. Apply directly through the Water Bureau electronically by filling out the Online Financial Assistance Application
  2. Print and fill out the Printable Financial Assistance Application
  3. Request documents to be mailed to you from Customer Service at (503) 823-7770 or [email protected]

If you are already enrolled in the City of Portland Water Discount Program and need to access your annual crisis voucher, please call the Water Bureau at 503-823-7770. You will need to pay a portion of your bill to receive assistance. 

Payment arrangements are also available for customers, regardless of household income. Please also directly contact the Water Bureau if you are interested in making a payment arrangement.
