Oregon Telecommunications Relay Service (OTRS) is a telephone service that allows individuals who are deaf, hard of hearing, deaf-blind, or who have a speech disability to place and receive calls through specially trained relay operators. There are several forms of OTRS available, depending on the particular needs of the customer and the telephone equipment that they use.
