LOW INCOME ENERGY ASSISTANCE
Multnomah County receives funds from Oregon Housing and Community Services (OHCS) and functions as the administrative Community Action Agency. Multnomah County sub-contracts these funds to cultural and geographically based social service agencies. This division handles complaints against the Low Income Home Energy Assistance Program (LIHEAP).

Eligibility: Complaints: Unrestricted

Energy assistance: Households with income at or below 60% of Oregon median income. Poverty levels are based on household income and household size. Program benefits are received on a first-come, first-served basis, with outreach offered to older adults, people with disabilities, and families with children age 5 and younger.

INTAKE PROCEDURE: Call only to make a complaint about LIHEAP, not to lodge a complaint against an individual agency that distributes energy assistance funding.

For utility payment assistance, contact individual agencies that receive energy assistance funding via Multnomah County DCHS Youth and Family Services Division.
