-Household gross income must be at or below 80% AMI
-Must own or rent a primary residence
-Must be past due on bills
-For utility assistance, must be a customer of PGE or NW Natural
-Must meet COVID-19 hardship requirement (job loss, hospitalization, or financial difficulties related to COVID-19)
