ESL AND EL CIVICS
English as a Second Language (ESL): Provides English instruction to non-native English speakers. Students are taught speaking, reading, and writing skills.

English Literacy through Civics (EL Civics): Program for non-native English speakers that emphasizes contextualized instruction on the rights and responsibilities of citizenship, naturalization procedures, civic participation, and US history and government to help students acquire the skills and knowledge to become active and informed parents, workers, and community members. Locations are in Pendleton, Hermiston, Milton-Freewater, Baker City, Boardman, La Grande, and John Day.

Eligibility: Must be at least age 16 and not enrolled in school. Students under age 18 must have a release from school district in which they reside.
