Erick Maddox, Chair
Erick Maddox is Executive Director of Reliance eHealth Collaborative, a Medford-based Regional Health Information Exchange. In this role he works closely with the Office of Health Information Technology at the Oregon Health Authority and with a range of local, regional, and statewide health systems. Erick has expertise in health care operations, health information technology, data integration, and data analysis. He supports 211info’s focus on the social determinants of health in the social services and health care sectors.
Ned Mossman, Vice Chair
Ned Mossman oversees the Value-Based Care and Social Determinants of Health programs at OCHIN, a Portland-based health information network made up of over 100 Community Health Centers nationwide. Before joining OCHIN in 2014, Ned served for seven years as Associate Director of the Oregon Osteoporosis Center.
Graham Bouldin, Secretary
Graham Bouldin is Chief Quality Officer for Health Share of Oregon, where he oversees the organization’s Quality Improvement, Analytics and Information Technology. He has a background in youth mental health and Medicaid managed care. Bouldin previously served as a mental health intensive services care coordinator and quality assurance coordinator for Clackamas County Behavioral Health.
Angela Mitchell, Treasurer
Angela Mitchell is Vice President of Value Based Purchasing for CareOregon . Previously she served as U.S. Healthcare Delivery Systems Manager for Intel; in Patient & Family Centered Care and Hospice for Providence; and as Relief Nursery Program Manager for Volunteer and Support Services. She has an executive master’s in public administration with a focus on healthcare reform from Portland State University.
Piseth Pich, Immediate Past Chair
Piseth Pich joined the board in 2016 and has interests in emergency management, health care, and public affairs. Pich is public information officer for Hillsboro Fire and Rescue, and previously worked for Legacy Health. Pich served as public affairs officer, volunteer program support coordinator, and firefighter for Tualatin Valley Fire & Rescue. He is also an active member and volunteer for the Portland chapter of the Public Relations Society of America.
Craig Opperman, Member
Craig Opperman has served as president/CEO of Looking Glass Community Services in Eugene, Oregon, since 2004. Looking Glass helps “build a better future” for more than 9,000 children, youth, adults and families who are working through abuse, neglect, educational challenges, mental health, and alcohol/drug issues and homelessness. He brings to 211info a strong knowledge of organizational operations, social service systems, and policy/program development.
Susan Fischer-Maki, Member
Susan Fischer-Maki is the Director of Community Benefit Initiatives at AllCare Health. She joined AllCare Health in 2014, after facilitating the Southern Oregon region's successful application to become contracted as an Early Learning Hub under the Oregon Department of Education's Early Learning Division. Fischer-Maki’s work as an educator at the Early Childhood, Elementary, and Community College level has provided her with a unique view of the Cradle to Career spectrum.
Ellen Pinney, Member
Ellen Pinney has served as Ombudsperson for the Oregon Health Authority since 2010. Prior to her work with the state, Pinney served for 20 years as executive director of the Oregon Health Action Campaign (OHAC), a nonprofit dedicated to building a coalition for accessible, affordable, quality health care for all.
Michael Pope, Member
Michael Pope is a healthcare-focused consultant who is Program Manager for the Oregon Health Leadership Council/HIT Commons. He has a master’s of public administration/health policy from George Mason University.
Martin Taylor, Member
Martin Taylor, an active member of the 211info board since 2010, has wide-ranging Oregon legislative, political, and healthcare experience. He has served as executive director of the Oregon Nurses Association and as executive director of Public Affairs and Marketing at CareOregon. Taylor's extensive experience in health care and legislative policy assists 211info's strategies in those arenas.
Tracy Carver, Member
Tracy Carver is Comagine Health’s Sr. Director, Community Health. She leads the Community Health Service Line and has over 15 years of experience leading large-scale, complex federal health initiatives. She is a trusted thought leader in the areas of chronic disease prevention and management and community care coordination models. Tracy also serves as co-chair for the Civitas Networks For Health Social Determinants of Health (SDOH) and Interoperability Workgroup. She holds a Master of Public Administration from Portland State University.
Diane Bocking-Byrd, Member
Diane Bocking-Byrd is a Snoqualmie Tribal Elder, a Licensed Professional Counselor, a Mastered Business Administrator, and a Professional Mosaic Artist. She has spent the last 30 years working in healthcare systems both as a provider and as a payer in Coordinated Care Organizations. Her emphasis has always been Social Justice. She is currently the Chief Operations Officer of OYEN Emotional Wellness, an outpatient mental health practice specializing in serving Latino Communities in Oregon while serving everyone.
