Human Solutions is accepting walk-ins Monday-Friday 9am-11:45am and 1pm-4pm for NW Natural gas and Pacific Power. Walk in at 124 NE 181st Avenue, Portland, OR 97230. All walk-in appointments are scheduled for the day on a first-come, first-served basis. Bring the following required documents: current utility bill, which must be in the applicant's name; photo ID for everyone in the household age 18 and older; Social Security cards or numbers for everyone in the household that has one; income verification for the last 30 days for everyone in the household who works or receives income; and, if receiving SSI, the Social Security benefit letter must be for 2018. No bank statements will be accepted.

Impact NW is accepting walk-ins Monday-Thursday 9am-4pm for NW Natural gas, oil, and propane customers. Walk in at 10055 E Burnside Street, Portland, OR 97216. All walk-in appointments will be scheduled for the day on a first-come, first-served basis. Bring the following required documents: current utility bill, which must be in the applicant's name; photo ID for everyone in the household age 18 and older; Social Security cards or numbers for everyone in the household that has one; income verification for the last 30 days for everyone in the household who works or receives income; and, if receiving SSI, the Social Security award letter must be for 2018. Latino Network's energy hotline will open Tuesday, July 24, 2018 from 9:30am until capacity is reached for PGE, Pacific Power, NW Natural Gas, and heating fuel (oil, wood, propane) customers. Call 503-208-2174 and leave a message requesting an appointment. Due to high call volume, it is possible that not all callers will be able to get through when the line is open. If you get a busy signal or a message that the call cannot be completed at this time, keep trying, but please be advised that the high call volume is causing technical issues with the phone system.

SEI will also accept walk-ins every Tuesday from 9am-3pm or until capacity is met for PGE, Pacific Power, and NW Natural Customers. Walk in to 4803 NE 7th Avenue, Portland, 97211. Bring photocopies (for SEI to keep) of all required documents: photo ID and current income verification for the past 30 days for all household members age 18 and older, Social Security cards for all household members, and current (2) utility bills (if applicable) which must be in the applicant's name.

St. Vincent de Paul

St Vincent de Paul is currently accepting walk-ins for energy assistance. Walk in only; no appointments available. To assess eligibility, the first 20-30 people in line each day are interviewed in the order they arrive. An interview does not guarantee assistance. SVDP verifies applicant's account details directly with the service provider. May refer clients to other agencies. Documentation needed includes Photo ID, printed utility bill matching applicant's name and address, shut-off notice. Social Security card not required. If your utility uses "paperless billing," print a copy of your bill before arriving to apply.The address is 8101 SE Cornwell Street, Portland OR 97206. 


City of Portland Water Discount Program

Customers responsible for paying a City of Portland residential sewer/storm water/water bill may be eligible for a quarterly discount on their bill. During a crisis, eligible customers may receive up to $150 in assistance once every 12 months. Eligibility depends on household income. If you receive SNAP (food stamps), you may be eligible for the City of Portland Water Discount Program. Please contact the following agencies for more information on how to apply:

  • IRCO Africa House: Call 503-235-9396 or walk in to 631 NE 102nd Avenue, Portland 97220 Monday-Friday 8:30am-noon. Bring your current bill, IDs for anyone over 18 in the household, Social Security cards for everyone in the household that has one, and proof of income for everyone in the household for the last 30 days.
  • IRCO Asian Family Center: Call 503-235-9396 or walk in to 8040 NE Sandy Boulevard, Portland 97213 Monday-Friday 8:30am-noon. Bring your current bill, IDs for anyone over 18 in the household, Social Security cards for everyone in the household that has one, and proof of income for everyone in the household for the last 30 days.
