Impact NW will accept walk-ins Monday-Thursday 9am-4pm for Pacific Power and NW Natural customers only. The address is 10055 E Burnside Street, Portland 97216. Bring all required documents when walking in:

St. Vincent de Paul

St. Vincent de Paul is currently accepting walk-ins for people who have a shut-off notice for electric, natural gas, or water. The first 20 walk-ins in line at 9am, Monday through Friday, will receive an appointment to determine eligibility for assistance. Financial assistance is only available from St Vincent de Paul once per year and is usually limited to $100. Please bring your most recent utility bill. The address is 8101 SE Cornwell Street, Portland, OR 97206. Appointments are first come, first served for the first 20 people, so it is best to arrive before 9am.
 


City of Portland Water Discount Program

Customers responsible for paying a City of Portland residential sewer/storm water/water bill may be eligible for a quarterly discount on their bill. During a crisis, eligible customers may receive up to $150 in assistance once every 12 months. Eligibility depends on household income. If you receive SNAP (food stamps), you may be eligible for the City of Portland Water Discount Program. Please contact the following agencies for more information on how to apply:

  • Human Solutions: Walk in to 124 NE 181st Avenue, Gresham 97230 Monday-Friday 8am-11:30am. Bring your current bill, IDs for anyone over 18 in the household, Social Security cards for everyone in the household that has one, and proof of income for everyone in the household for the last 30 days. Human Solutions does not guarantee same-day appointments. You may call 503-548-0217 and leave a message to request to have an application sent by mail or to schedule an appointment at the Human Solutions location at 12350 SE Powell Boulevard, Portland 97236 (this location does not accept walk-ins).
  • IRCO Africa House: Call 503-235-9396 or walk in to 631 NE 102nd Avenue, Portland 97220 Monday-Friday 8:30am-noon. Bring your current bill, IDs for anyone over 18 in the household, Social Security cards for everyone in the household that has one, and proof of income for everyone in the household for the last 30 days.
  • IRCO Asian Family Center: Call 503-235-9396 or walk in to 8040 NE Sandy Boulevard, Portland 97213 Monday-Friday 8:30am-noon. Bring your current bill, IDs for anyone over 18 in the household, Social Security cards for everyone in the household that has one, and proof of income for everyone in the household for the last 30 days.

  • Self Enhancement, Inc. (SEI): Walk in to 4803 NE 7th Avenue, Portland 97211 Tuesdays 9am-11am and 1:30pm-3pm. Bring photocopies of the following documents for SEI to keep: your current bill, IDs for anyone over 18 in the household, Social Security cards for everyone in the household that has one, and proof of income for everyone in the household for the last 30 days. If you are already enrolled in the City of Portland Water Discount Program and need to access your annual crisis voucher, please call the Water Bureau at 503-823-7770. You will need to pay a portion of your bill to receive assistance.
