El Programa Hispano Católico will be accepting walk ins every Monday, Wednesday and Thursday from 9am-noon for Pacific Power costumers. Walk ins will be accepted at 333 SE 223rd Avenue, Suite #3, Gresham, OR 97030. Please bring photo ID for all household members age 18 and older, social security cards for all household members who have one, current utility bill, and proof of income for all household members for the last 30 days. Also bring Social Security Income or Disability award letter for 2018 if applicable and EBT cards if you are receiving TANF.

Human Solutions
Appointments available? YES
Human Solutions will be accepting walk ins Monday-Friday from 9am-11:45am and 1pm-3:45pm until full for Pacific Power and NW Natural customers. Walk ins accepted at 124 NE 181st Avenue, Portland OR, 97230. Please bring ID's for all household members age 18 and older, social security numbers for all household members, proof of income for all household members receiving income for the last 30 days and current utility bill. Same day appointments are not guaranteed.

Appointments available? YES
Impact NW accepts walk ins every Monday-Thursday from 9am-4pm until capacity is reached for NW Natural Gas customers. Walk ins will be accepted at 10055 E Burnside Street, Portland OR, 97216. Please bring your current bill, photo ID for all household members age 18 and older, social security cards for all household members who have one and proof of income for all household members for the last 30 days.

Appointments available? YES
Latino Network will open its energy line Tuesday, December 18, 2018 from 9:30am until capacity is reached for PGE, Pacific Power, NW Natural Gas, and heating fuel (oil, wood, and propane) customers. All appointments will be scheduled at their Rockwood Office, 315 SE 165th Ave, Portland, OR 97233. Please call (503) 208-2174 and leave a message with your first and last name and a working phone number. Please note that due to high call volume, some callers may not be able to reach the message line. If you are unable to get through, please keep trying or call back when the line is open again.

St. Vincent de Paul

St Vincent de Paul is currently accepting walk-ins for energy assistance Monday-Friday 8:30am-noon and 1pm-4pm. Walk in to make an appointment for a client interview the same day or within the next two business days (subject to appointment availability). Appointments given on a first-come, first-served basis. An interview does not guarantee assistance. SVDP verifies applicant's account details directly with the service provider.. May refer clients to other agencies. Documentation needed includes Photo ID, printed utility bill matching applicant's name and address, shut-off notice. Social Security card not required. If your utility uses "paperless billing," print a copy of your bill before arriving to apply.The address is 8101 SE Cornwell Street, Portland OR 97206. 


City of Portland Water Discount Program


***Please note that Portland Water Bureau Bill Discount Funds are available year-round and are not tied to Energy Assistance Funds ***

Customers responsible for paying a Portland Water Bureau residential sewer/stormwater/water bill, and whose household income is less than 60% of the Portland Median Family Income (MFI), may be eligible for a discount on their bill.  MFI is according to household size and income and can be found on the below application and here).  Eligible customers experiencing a crisis may also receive up to $500 in assistance once every 12 months.

Payment arrangements are also available for customers, regardless of household income.

There are multiple ways to enroll in the bill discount program:

1) Contact the Community Service Center in your area. You will need to provide the following documents: current bill, IDs for anyone over age 18 in the household, and proof of income for everyone in the household for the last 30 days.

  • IRCO Africa House: Call 503-235-9396 or walk in to 631 NE 102nd Avenue, Portland 97220 Monday-Friday 8:30am-noon.

  • IRCO Asian Family Center: Call 503-235-9396 or walk in to 8040 NE Sandy Boulevard, Portland 97213 Monday-Friday 8:30am-noon.

  • Impact NW: Walk in to 10055 E Burnside Street, Portland 97216 Monday-Thursday 9am-4pm. Call 503-721-1740 for more information.

  • Latino Network: Call 503-283-6881 Monday-Friday 9am-5pm and leave a message with your name and phone number to request an appointment.

  • Native American Youth and Family Center: Call 503-288-8177 ext. 297 Monday-Friday 9am-6pm and leave a message with your name and phone number to request an appointment.

2) Apply directly through the Water Bureau electronically by filling out the Online Financial Assistance Application.

3) Print and fill out the Printable Financial Assistance Application.

4) Request documents to be mailed to you from Customer Service at (503) 823-7770 or pwbcustomerservice@portlandoregon.gov.

If you are already enrolled in the City of Portland Water Discount Program and need to access your annual crisis voucher, please call the Water Bureau at 503-823-7770. You will need to pay a portion of your bill to receive assistance.  Please also directly contact the Water Bureau if you are interested in making a payment arrangement.
